A message dated April 20, 2000, was read stating the Senate has                
passed CSHB 133(FIN)(efd fld) with the following amendment and it              
is transmitted for consideration:

"An Act relating to municipal service areas and providing for voter           
approval of the formation, alteration, or abolishment of certain
